and Award Ceremony
10th October 2015, Budapest / HUNGARY

On the 10th October 2015 the XIX. Congress of IBSSA, the 4th International Joint Conference of IBSSA – IPA (International Police Association) – IAPA (International Auxiliary Police Association) together with the Award Ceremony were held at the Conference room of Best Western Hotel Budapest, in Hungary with the participation of appr. 130 members from 30 countries, representing 50 national and international organisations. Numerous security companies of the region also delegated their representatives to the Annual Meeting.

Session 1 – the XIX. Congress of IBSSA

At 9.00 am Prof. George POPPER (Hungary) – President of IBSSA welcomed all delegates, representatives of our association, wholeheartedly greeted the present honorary guests and officially opened the IBSSA Congress.

Then asked Dr. Rony KLUGER (Israel) – General Secretary of IBSSA for Roll Call. It was announced, that according to the list of participants 30 countries were present, representing 50 national and international organisations.

After the roll call the Congress unanimously adopted the following proposals:

  • Chairmen of the congress Prof. George POPPER (Hungary) and Dr. Paul HÖGLUND (Sweden)
  • Keepers of the minutes Ms. Erika MACSÁRI (Hungary) and Ms. Éva REICHENBERGER (Hungary)
  • Attesters of the minutes Mr. Antal KOLLÁR (Hungary) and Dr. Olivér RÓZSA (USA)

After the administrative formalities Dr. Rony KLUGER called upon Prof. George POPPER – President of IBSSA – as chairman of the congress, who first of all greeted all delegates and expressed his thanks to everyone for their continuous support and attendance at this significant event, with special thanks to the Organising Committee for the great help and professional assistance, as well as to the Sponsors for all kind of cooperation. The President of IBSSA gave a short report about the Congress itself, that the first part would be an internal meeting, while the Conference afterwards is open for all guests, associated organisations, observers and the press.

After the roll call and welcoming Prof. George POPPER – President of IBSSA, Chairman of the Congress gave a thorough report on behalf of the Board of Directors about the activities of IBSSA since the last Congress with special regard to new initiatives, establishing of new training centres, renewal of the educational policy, and also about the future goals, and programs to do an even more diverse and more efficient operation of the association. Prof. Popper informed the participants that all congress related materials, significant documents and previous reports on IBSSA as well as on IBSSA – ISF were uploaded to our Website: www.ibssa.org and also distributed worldwide. Dr. Rony KLUGER (Israel) – General Secretary of IBSSA and President of IBSSA-ISF provided information on the activities and work of the International Sport Federation. (ISF Report is enclosed – ANNEX 2)

Prof. George POPPER – Chairman of the Congress reported shortly about the auditing, which took place on the 7th September, then called Dr. Olivér RÓZSA (USA) – member of the Auditing Committee and experienced auditor in several national and international organisations to provide official information on the pecuniary situation of the association. (Audit report is enclosed – ANNEX 4/1, ANNEX 4/2)

After the Audit Report the President of IBSSA gave a detailed report about the budget for the future, which was unchanged compared to the previous years. (Budget of 2016 – ANNEX 5)

Then Prof. George POPPER asked the Congress to approve the above reports. The Congress unanimously adopted all the reports including the report of the President, the General Secretary, as well as the Audit Report and the Budget of 2016. The President of IBSSA announced that high-ranking leaders and officials, VIPs and IBSSA representatives – who could not be present – were sending greetings and good wishes for the event, such as:

Introduction of the following events:

  • XX. Congress of IBSSA, and the 5th International Joint Conference of IBSSA – IPA – IAPA is planned to take place in the USA in February 2017
  • Balkan Conference is planned to take place in Montenegro during the summer of 2016
  • XV. SEC-tember, the official international qualification and re-qualification seminar of IBSSA Instructors and Teachers is planned in Budapest, Hungary in September 2016
  • II. International Bodyguard Championships
  • Open Board Meetings and Other events – WKC, International Ju-Jitsu and Karate Federation

When all the reports and comments were finished, Prof. George POPPER officially closed the Congress and informed all attendees about the forthcoming programs, which start at 11.00 am in the Conference room.

Session 2 – the 4th International Joint Conference of IBSSA – IPA – IAPA

At 11.00 am – right after the XIX. Congress of the IBSSA – the 4th International Joint Conference of IBSSA – IPA – IAPA on “Partnership for Security” with the main topic: “Education, Training and Qualification in Security”, together with the Award Ceremony took place in the Conference room of Best Western Hotel Budapest.

This year the Conference was organised with the assistance of the National Transport Authority (NKH), the active participation of HungaroControl – Hungarian Air Navigation Services, and the financial support of Sir Sebastien BIROVA (Switzerland). Nearly 130 members from 30 countries, representing 50 national and international organisations were present at the Conference!

- Keynote Speaker: Pol. Brig. General Gábor BUCSEK (Hungary) – Chief of Budapest Police (BRFK)

Prof. George POPPER – President of IBSSA welcomed all delegates, representatives of our association, high-ranking leaders of IPA, IAPA, NKH, HungaroControl and other law enforcement agencies, wholeheartedly greeted the present VIP guests, who accepted the invitation and honoured our event with their participation, then officially opened the Conference.

He highlighted the importance of the partnership between the police and the auxiliary services, and informed the delegates that the topic this year is about education and information. Prof. Popper announced that high-ranking leaders and officials, VIPs – who could not be present – were sending greetings and good wishes for the event, such as:

  • Mr. János HAJDU police major-general (Hungary) – Director of the Counter Terrorism Centre in Hungary

Mr. Gyula GYŐRI – President of the National Transport Authority and Main Patron of the Conference welcomed the attendees and emphasised that NKH not only supports the activities of the “Partnership for Security” program, but also makes all efforts to improve education and safety.

Pol. Brig. General Gábor BUCSEK – Chief of Budapest Police underlined the importance of cooperation, the fight against criminals and the importance of prevention. The BRFK has 2 targets: to bring closer the police to the families, and to answer to the questions related to children and old people. Within the education teachers and parents are targeted in the cooperation.

After the welcoming speeches the Chairman of the Conference announced that a short Award Ceremony would take place, because some of the high-ranking leaders have to leave earlier due to their other obligations. The following decorations were handed over:

  • Pol. Brig. General Gábor BUCSEK – Chief of Budapest Police received the IAPA Gold Diploma
  • Pol. Brig. General László GARAMVÖLGYI received the Order of Security – Gold Star with Diamonds decoration
  • Mr. Gyula GYŐRI – President of the NKH received the Order of Security – Gold Star with Diamonds decoration
  • Mr. Sakir FAKILI (Turkey) – Ambassador of Turkey in Budapest received the IAPA Honorary Member Diploma
  • Mr. Ali ACHOUI (Algeria) – Deputy Chief of Mission in Budapest received the Honorary Membership of IBSSA
  • Mr. Kornél SZEPESSY – CEO of HungaroControl received the IAPA Gold Diploma

Session 3 – the AWARD CEREMONY

After the lunch break at 3.30 pm the AWARD CEREMONY of the IBSSA, IAPA, IPA, the XIV. “SEC-tember” International Special Security Advanced EP Training, the Order of Security and other partners started.

Prof. George POPPER – President of IBSSA welcomed everybody, and reported shortly about the different decorations, awards and announced officially the new international award system for the professionals working in the field of security and law enforcement.

The XIV. “SEC-tember” International Special Security Advanced Training on Executive Protection – organised by the IBSSA HQ – for high-level and skilled security professionals together with the I. Open International Bodyguard Championships were held between 4 – 9 October 2015 in Budapest, Hungary with the support of the Directorate-General for Personnel Development of Public Service of the Hungarian Ministry of Interior (BM-KSZF), the International Training Centre of the Ministry of Interior (FBI Academy), and also well-known and highly qualified international experts, police trainers, Master Teachers and Instructors of our association.

The IBSSA Board of Directors and the Organising Committee of the “SEC-tember” decided to organise the Closing Ceremony and Sayonara Party of the training and the championship within the Award Ceremony of the IBSSA Congress and Conference.
