Report on the first Preparatory Meeting of the XII. IBSSA Congress 17th – 18th May 2007, Belgrade / Serbia


The first preparatory meeting of the 12th Congress of IBSSA took place in Belgrade between 17 – 18 May 2007. The meeting was organised in order to discuss and agree all open questions and details, to visit the sites and to prepare all necessary documents for the 12th Congress of IBSSA.

Dr. Milovan LAKUSIC (SRB) – CEO of M-PROTEKT Company welcomed all the leaders and representatives of IBSSA, who arrived to the meeting from the neighbouring countries.

On the 17th May the delegation visited the 2 proposed places and hotels for the Congress, such as the Hotel Inter-Continental in Belgrade and Sava Centre, and the Hotel President – situated in Kovilovo 12 km far from Belgrade – and its own facilities.

The Congress Preparatory Meeting was held on Friday (18th May) at 10.00 o’clock in Hotel Inter-Continental.

Present at the meeting:

- Prof. George POPPER (HUN) – President of IBSSA
- Mr. Csaba KERTÉSZ (HUN) – Chairman of the Hungarian Section of IBSSA
- Dr. Bogdan VUKOSAVLJEVIC (SVN) – International Coordinator of IBSSA for FYR and for the Congress
- Mr. Boris VUKOSAVLJEVIC (SVN) – Director of Savoy Security Ljubljana
- Representative of Mr. Ljubomir VRACAREVIC (SRB) – Vice President of IBSSA ISF, President and Founder of World Center of Real Aikido
- Mr. Radovan BAJRA (SRB) – Member of IBSSA, Liaison officer
- Dr. Milovan LAKUSIC (SRB) – CEO of M-PROTEKT Security Co., Operative Head of the Congress Preparation and Organising Committee
- Mr. Jagos DJUROVIC (SRB) – Director of M-PROTEKT Security Co., Organiser
- Mr. Hönig Miran BUDA – karate leader of IBSSA ISF

Dr. Marko NICOVIC (SRB) – Vice President of IBSSA was contacted by phone and he wished successful work and fruitful discussions for the preparatory meeting.

The following decisions were taken during the congress preparatory meeting:

1. The international preparation of the 12th Congress is the duty of the IBSSA Headquarters and the General Secretary; head of the International Organising Committee is Prof. George POPPER – President of IBSSA

2. Dr. Milovan LAKUSIC – Operative Head of the Congress Preparation and Organising Committee is in charge of all the preparation and organisation of the event, he is also entitled to decide whom to take into this work (experts, high personalities, leaders of other federations, etc.)

3. Dr. Bogdan VUKOSAVLJEVIC – International Coordinator of IBSSA for FYR is responsible for the European preparation of the Congress, he will ensure the active participation of the leaders, representatives and chairmen of different countries, regions and departments

4. The full control and supervision of the Congress preparation and organisation will be provided by Dr. Marko NICOVIC – Vice President of IBSSA, Country Representative of IBSSA for Serbia

Hotel President seemed to be the best choice due to the following favourable terms and conditions: the Congress and its side events can be organised in one place on a very high level as the hotel has big conference hall, indoor and open-air shooting grounds, enormous parking lot, vast and modern indoor sports-court.

Upon request the Organising Committee will assure cheaper accommodation in other hotels in the nearby.

5. The preliminary program of the 12th Congress was accepted (See attachment nr. 1)

6. The President of IBSSA informed the delegation members about the draft agenda (See attachment nr. 2)

7. The Organising Committee decided to have another preparatory meeting prior to the Congress in Budapest / Hungary on the 21st September 2007 on the occasion of the VI. SEC-tember International Special Training Course. The final decisions concerning the congress will be taken during this meeting.

  • for this the IBSSA Headquarters need to receive all the proposals for IBSSA awards and appointments by its own rules (such awards as the "HALL OF FAME of Security" or "HALL OF FAME of IBSSA ISF") and also recommendations concerning the agenda not later than 15th September 2007

  • concrete proposals for the awards and appointments will be discussed during the SEC-tember training

8. Mr. György B. RÓZSA (HUN) – Secretary of IBSSA Public Relations and Media Department informed the delegation by phone that he intends to finish and publish the 3rd issue of the IBSSA Magazine by the Congress. He also agreed that the Congress Organising Committee with the leadership of Dr. Milovan LAKUSIC is entitled to use any kind of materials, articles from the 1st and 2nd issues of the IBSSA Magazines in order to make the Serbian translation of these materials in the Congress Publication.

During the preparatory meeting Prof. George POPPER – President of IBSSA met the high representatives of the Belgrade Local Authority and also some high-level police leaders and also executives of the Home Office.

The President of IBSSA had a meeting and discussion with Mr. Helmut SCHWANINGER – leader of the “Delta GENERALI” international insurance company, who plans to prepare a special international proposal for the congress to the IBSSA education systems worldwide.

On the 18th May in the afternoon a meeting was held in Szeged between the IBSSA delegation – arriving home from Belgrade – and the Romanian IBSSA delegation leaded by

Dr. Constantin BUZATU (ROM) – Country Representative of IBSSA in Romania. During the meeting Prof. George POPPER – President of IBSSA gave a brief report on the congress preparatory meeting and asked Dr. Buzatu to mobilize the Balkan region of IBSSA and to participate actively at the 12th Congress of IBSSA and its side events. Dr. Constantin BUZATU and Dr. Tiberiu DEKANY gave a short report on the preparation of the forthcoming Honorary Doctoral ceremony, which will be held in Arad / Romania on the 1st June 2007 and also of the Knight Investiture of the “Sovereign Order of Saint John of Jerusalem, Knights of Malta, Federation of the Autonomous Priories”, which will take place on the 2nd June in Arad.
