MINUTES of the XVII. European Congress of the IBSSA, and the 2nd International Joint Conference of IBSSA – IPA – IAPA with Award Ceremony

On the 12th May 2012 at 09.30 am – for the first time in Zlaté Moravce city, Slovakia – the 17th European Congress of IBSSA was held at the Conference room of the City Hall with the participation of nearly 60 members from 13 countries, representing 12 national and international organisations. Numerous security companies of the region delegated their representatives to the Congress, for example: the Slovenian DELTA Security, the Macedonian BRAZMI d.o.o., the Serbian M-PROTEKT d.o.o., the Hungarian POWER SHIELD Co., and PIEDRA Security, and of course companies from Slovakia, such as: KSBS, Sector 7, SBS and GSP Security.
Ing. Peter LEDNÁR, CSc. (Slovakia) – Mayor of the city Zlaté Moravce welcomed all delegates, representatives of our association, honorary guests, high-ranking leaders of IPA, IAPA and other law enforcement agencies, then wholeheartedly greeted Prof. George POPPER (Hungary) – President of IBSSA and finally opened the IBSSA Congress officially.
The President of IBSSA announced that high-ranking leaders and officials, VIPs and IBSSA representatives were sending greetings and good wishes for the event, such as:
Prof. George POPPER – President of IBSSA expressed his gratitude to everyone for their continuous support and attendance at this extraordinary and significant event, with special thanks to Ing. Peter LEDNÁR, CSc. – Mayor of the city Zlaté Moravce for hosting the event and thanks to Dr. Peter LEDNÁR jr., to Mr. Róbert BODOR as well as their team for organising the Congress and the Joint Conference and giving great assistance and support during the event. The IBSSA President used this special occasion to hand over the IBSSA Honorary Membership Certificate and ID-card with leather holder to the mayor, Ing. Peter LEDNÁR.
After the welcoming speeches Prof. George POPPER reported thoroughly on the activities and results of IBSSA since the last Congress,

then the President reported about the change in the structure of IBSSA and introduced the 2 newly organised fields of the association:
On this occasion Prof. Popper handed over the Official Letter of Appointment together with the IBSSA Certificate of Membership and ID-card to Mr. Lajos TITKOVICS, ret. ltg. gen. (Hungary), general manager of DetInf – who became full member of the IBSSA and was also appointed to Chairman of the reorganised Investigation Department.
The next event was signing of the Cooperation Agreement between IBSSA and Detectives Global Information Network (DETINF). Prof. George POPPER called upon Mr. László BERCSÉNYI (Hungary) – CEO of DetInf to sign the agreement with him.
“DetInf is a new organisation, which was established last year in order to help the actors of criminology to communicate with each other and find partner and support in other countries. The idea was born in the head of the retired Hungarian lieutenant general Lajos Titkovics, who had recognized the necessity of such a network in the course of his professional activities. He had made the experience that private detectives were confronted with problems of missing or unreliable information while investigating beyond the border of their country. Or they had to pay a high amount of money for such information. Detectives Global Information Network was established first of all for them, providing legal help in their data collecting, investigation and control activities. Of course, the system is useful also for other actors of criminology or similar professions.”
Finally the President of IBSSA stated that he could itemize through pages what IBSSA has done in nearly 120 countries of the world in various fields of security, but it is not necessary, because on the Internet, at the International as well as at numerous national sites of IBSSA hundreds of detailed news and reports of our official events can be found every year, and for 3 years now, using Facebook, our articles reach more and more places and people.
So this time Prof. Popper emphasized only the better cooperation between the civil security sphere and the law enforcement agencies and reported briefly on the developments and successes of the „Partnership” program, which was announced a few years ago:

one of the priority areas of the IBSSA – IPA – IAPA cooperation is the “child-family-city Safety”, in which subject joint events were already organised in many countries several years ago, and now again a number of events is being prepared, which belongs to this topic and the number of cooperating organizations is increasing

the IBSSA cooperation with EFUS (European Forum for Urban Safety) has strengthened throughout the years
-
IBSSA has numerous international and national partner organisations from the security field, knight orders in humanitarian activities as well as in rescue operations. Most of these federations were also represented at the European Congress and / or the International Joint Conference afterwards.

the IBSSA has recently signed cooperation agreement with NATEA (International Narcotic and Anti-terrorist Enforcement Officers and Civil Association)
Lastly the IBSSA President gave some information about the forthcoming official events of the association:

8-9 June 2012 will take place the 5th IBSSA Annual Conference for the Balkan region. The event will be organised in Banja Luka, Bosnia-Herzegovina

23rd June 2012 will be organised the 15th Ball for Bodyguards and Knights in Budapest, Hungary

1st July in Amsterdam, Holland the 2nd Conference of the IBSSA Benelux region will be held
-
17-22 September 2012 the XI. “SEC-tember” International Special Security Advanced Training will be organised in Budapest, Hungary
-
1st Bodyguard World Challenge in Charlotte, North Carolina / USA is planned to take place in April 2014
After the reports and comments Prof. George POPPER officially closed the Congress and informed all attendees about the Clay-pigeon Shooting Championships and lunch, which will start at 1.00 pm on a private shooting range in the outskirts of Zlaté Moravce, and also about the 2nd International Joint Conference of IBSSA – IPA – IAPA together with Award Ceremony, which will start in the afternoon at 4.30 pm in the City Hall.

On the 12th May 2012 at 4.30 pm – right after the XVII. European Congress of the IBSSA – the 2nd International Joint Conference of IBSSA – IPA (International Police Association) – IAPA (International Auxiliary Police Association) together with Award Ceremony took place in Zlaté Moravce at the Theater of the City Hall. Motto: “Partnership for Security”
Since many delegations and representatives of IBSSA arrived also to the 17th European Congress of the IBSSA – which was held the same day in the morning – the International Joint Conference had a wide international attendance – from about 20 countries nearly 100 participants, representing 20 international and national organisations were present.
Ing. Peter LEDNÁR, CSc. – Mayor of the city Zlaté Moravce, Slovakia welcomed all delegates, high-ranking leaders and representatives of IBSSA, IPA and IAPA, honorary guests, and delegates of other law enforcement agencies, and then officially opened the Conference.

After the welcoming speeches Prof. George POPPER summarized briefly the happenings of the morning event, which was the 17th European Congress of the IBSSA and gave a detailed report on the forthcoming activities and official programs of IBSSA.

After the professional presentations the Ceremony of International Budo Academy (IBA – the official institute of IBSSA) and PRO DEO State University took place – with the assistance of the following PRO DEO State University professors, representing also IBA: Lady Dr. Anna POPPER, Chair of Protocol in the Diplomatic Academy of the Faculty of Political and Entrepreneurial Sciences, Lady Dr. Mária CZELLÁRIKOVA, Faculty of Medicine and Health Sciences, and Sir Dr. Ferenc KERTÉSZ-BAKOS, Faculty of Political and Entrepreneurial Sciences – by giving Ph.D. Honoris causa diplomas to the next people:
- Mr. Zoltán VARGA received PRO DEO Ph.D. h.c. Diploma from the Faculty of Security and Safety Sciences. Title of his thesis: “The issue of National Security in Prison Service”
- Mr. Zsolt PIPICZ received IBA Ph.D. h.c. Diploma from the Faculty of Security Sciences. Title of his thesis: “Training of Close Protection professionals in the civil sphere”
With this ceremony both universities intended to show and demonstrate their participation in security. The mission of these universities and also of IBSSA, IPA, IAPA and all our partner organisations is the same!

The next moment was the announcement of the clay-pigeon shooting championships' result, which was held in day-time, right after the 17th European Congress of IBSSA. Prof. Popper notified the outcome of the shooting contest, congratulated all participants and handed over the IBSSA Certificate of Recognition and Medal of Merit – Gold to the winner, the best shooter:

After the reports and the award ceremony Prof. George POPPER officially closed the Conference and expressed his special thanks, gratitude and appreciation to the Organising Committee for the great hospitality as well as to the supporters and patrons of this significant and extremely successful event.
