Prof. George POPPER, GCKM (HUN)- as host of the Congress and Executive President of IBSSA welcomed all delegates, observers, guests, and asked Dr. Rony KLUGER (ISR) - General Secretary of IBSSA for Roll Call. Dr. Rony KLUGER announced, that it was not necessary to have the roll call country by country and delegate by delegate as majority of the attendees knew each other and according to the list of participants 151 delegates were present at the Congress, representing hundred thousands of security experts and workers from 5 continents, 40 countries and 20 international federations. The delegates with voting rights received voting papers with different colours as for individual members has 1 vote and corporate members has 10 votes. Voting by proxy was also allowed according to the Statutes of IBSSA. After the administrative formalities the Congress unanimously adopted the following proposals
The reason for appointing these two people from the delegates was that attesters must speak English and it is better if they reside in Hungary. After the voting Prof. George POPPER - Executive President and host of the Congress announced that Ministers, Patrons, other high-ranking leaders, high government officials, VIP's and IBSSA representatives were sending greetings and good wishes for the event.. Dr. Katalin SZILI - President of the Hungarian Parliament sent a greeting letter to the Congress participants and expressed her wishes for a great work of IBSSA. (Greeting letter is enclosed - ANNEX 12) The Executive President requested Dr. Eric Van de WALL - Chairman of the Congress to take over the chairmanship. Dr. Eric Van de WALL expressed his thanks for the confidence and honour of having this position and started to greet all delegates, ministers, knights, counts and all VIPs, especially the special honorary guest of the Congress, His Beatitude Dom Lorenzo O.S.B. - the Regent of the "Federation of Autonomous Priories of the Sovereign Order of Saint John of Jerusalem, Knights of Malta" and the orthodox patriarch of New York and first American metropolitan. After the greetings the Chairman of the Congress called upon His Beatitude Dom Lorenzo O.S.B. - the Regent - to address the Congress. (Letter is enclosed - ANNEX 10) Dr. Eric Van de WALL - Chairman of the Congress announced, that since the last IBSSA Congress some members passed away and he asked one minute silence upstanding for the deceased IBSSA members
After the welcoming speeches, brief reports and the one minute silence Prof. George POPPER - Executive President officially opened the 9th Congress of IBSSA. He expressed his thanks to everybody for the continuous support. The Executive President gave a thorough report on behalf of the Board of Directors on the activities of IBSSA since the last Congress. He informed the participants that all congress related materials have already been distributed (Internet, CD, Sportivo Magazine, Detektor Plusz). (Report is enclosed - ANNEX 1) Prof. George POPPER also reported about the plans, budget for the future and roughed out the financial situation of IBSSA. (Profit and Loss Statement and Balance sheet - ANNEX 4) - (Budget of 2004 - ANNEX 6) Prof. George POPPER - Executive President called Dr. Rony KLUGER - General Secretary of IBSSA to give a short report on the activities and plans of IBSSA International Sport Federation (ISF). (Report is enclosed - ANNEX 2) Dr. Eric Van de WALL - Chairman of the Congress called Mr. Thomas O. SZABO (AUS) - appointed independent auditor of IBSSA to provide official information on the pecuniary situation of the association. (Audit report is enclosed - ANNEX 5) The Chairman of the Congress - Dr. Eric Van de WALL called Mr. Zeev GEFEN (ISR) - Vice Chairman of the EC of IBSSA to give a brief report on behalf of the Executive Committee. (Report is enclosed - ANNEX 3) Then Dr. Eric Van de WALL asked the Congress to approve the Report of the Executive President, which includes everything since the last congress, and also the Budget for 2004. The Congress unanimously adopted the related documents and report, and the Budget for 2004 as well. After the 20 minutes coffee break Dr. Eric Van de WALL requested Prof. José Manuel Costa da Veiga COSMELLI to take over the chairmanship. The new Chairman of the Congress called Prof. George POPPER - Executive President of IBSSA - as speaker, who first of all expressed his thanks to the Patrons of the Congress for their support, kind hospitality and for all kind of cooperation, then he reported about the future goals, programs of IBSSA for the next 5 years and asked the Congress for confidence. Prof. José Manuel Costa da Veiga COSMELLI - Chairman of the Congress announced that, as the report of the last 5 years show, the ex-leadership made a great job. Then he read the proposal of the Executive Committee for election. The document is based on the proposals and nominations arrived 30 days in advance the Congress date - according to the Statutes of IBSSA. The Congress unanimously re-elected and elected the members to their positions stated in the proposal of the Executive Committee, except Dr. Marko NICOVIC, who received 1 blackball. The Chairman of the Congress provided information on Appointments and made the proposal to several positions. The Congress unanimously elected the members to these positions. (Document is enclosed - ANNEX 8) Just to mention some of them

After the lunch break at 3 P.M. the Opening of the General Assembly of the 9th Congress of IBSSA started, it was open for all guests, observers and the press. The Chairman of the Congress - Prof. José Manuel Costa da Veiga COSMELLI held a briefing, which was followed by the greeting and introduction of H.R.H. Prince Michael James Alexander STEWART OF ALBANY - Head of the Royal House of Stewart; Seventh Count of Albany and heir apparent to the Scottish throne; President of the European Council of Princes; Knight of Grand Collar - Federation of Autonomous Priories of the Sovereign Order of St. John of Jerusalem, Knights of Malta; Patron of International Society of Commission Officers of the British Commonwealth; Patron and Protector of Imperial Order the Dragon and also a well-known writer, historian and diplomat. Prof. José Manuel Costa da Veiga COSMELLI - Chairman of the Congress called upon H.R.H. Prince Michael James Alexander STEWART OF ALBANY - Honorary President of IBSSA - to address the Congress. (His speech is enclosed - ANNEX 13 ) Then the Chairman of the Congress called upon the representative of the Hungarian National Guard - Colonel Dr. István NÉMETH to greet the Congress. After the greetings Prof. José Manuel Costa da Veiga COSMELLI announced that IBSSA had cooperation with many organisations worldwide to fight against crime, terrorism and narcotics. Such cooperations were fixed in agreements and this time during the Official Ceremony two common OFFICIAL STATEMENTS were signed and issued by respective leaders
(Both agreements are enclosed - ANNEX 14, 15 ) Prof. José Manuel Costa da Veiga COSMELLI - Chairman of the Congress announced the next program, the Award Ceremony and he called His Beatitude Dom Lorenzo O.S.B. to give diplomas to Dr. Eric Van de WALL and Prof. George POPPER. GCKM Prof. George POPPER (HUN) - President of IBSSA was appointed "Governor" of the Federation, and Dr. Eric Van de WALL, KM (NED) - Chairman of Medical Department of IBSSA - was promoted Communication and Human Resources Minister of the Knight Order. The official certificates of appointment were handed over by His Beatitude Dom Lorenzo O.S.B. - Regent of the "Federation of Autonomous Priories of the Sovereign Order of Saint John of Jerusalem, Knights of Malta". The Chairman of the Congress congratulated these gentlemen for the high recognition and also congratulated to Dr. Abdoulie KUJABI (GAM) - Country Representative of IBSSA for Gambia, President of the Gambian Section of IBSSA on the occasion that the day before the Congress he was awarded Honorary Colonel by the Commander of the Hungarian National Guard. Prof. José Manuel Costa da Veiga COSMELLI called Dr. Miki VARGA - Chairman of C-NIS (Centre of Narcotics Information Support) to hand over the C-NIS diplomas to the following people, who became Honorary Advisor of Board of C-NIS
Prof. George POPPER - President of IBSSA first of all handed over the official membership diploma and ID-card to Sheikh Semir Sabih Khelil AL-DULAIMI, who was appointed Country Representative of IBSSA for IRAQ. Then the President expressed his thanks to the Patrons of the Congress for the continuous support and gave commemorative IBSSA plaques and diplomas to the following people
All newly elected or re-elected leaders, who were present or were represented at the Congress, received the official certificates of appointment from Prof. George POPPER - President of IBSSA. These people are the following
Dr. Erik GALOVTSIK - Patronising member of IBSSA and Director of the Hungarian Government Guest Houses was awarded and handed over a commemorative IBSSA plaque and a nice diploma for his support and kind hospitality during the Congress. Dr. Rony KLUGER, KM (ISR) - General Secretary of IBSSA and Dean of International Budo Academy gave IBA Award and diploma to the following person
After the Award Ceremony Dr. Rony KLUGER, KM (ISR) - General Secretary of IBSSA and Chairman of EQ Department provided information on the activities and work of Education and Qualification Department of IBSSA. He called the attention of the delegates again to keep the rules strictly and to initiate the orders, which were formerly discussed in numerous decisions. (Report is enclosed - ANNEX 9) Dr. Miki VARGA (HUN) - Chairman of C-NIS and on behalf of the Narcotics Policy Department of IBSSA projected about terror attacks and their consequences. All participants were shocked by the pictures and photos showed during the report. Dr. Eriks GRINBERGS (LAT) - Chairman of Legal Department and Chief Organiser of the 2nd IBSSA World Martial Arts Festival gave information and shortly reported on this professional event, which was held in Riga in 2002. He also expressed his intentions to organise the Festival regularly in Riga around November each year. Dr. András CZAPÁRY (HUN) - Chairman of Technical Department of IBSSA and General Manager of Microraab Electronics Ltd. Co. reported briefly on the activities of the department. Ms. Zuzana PEKÁRKOVÁ (CZE) - on behalf of Dr. Alexander CACH, Country Representative of IBSSA for Czech Republic gave a thorough report on the activities of the IBSSA Czech Section and planned events for the year 2004 and read the welcoming speech of Dr. CACH, who could not attend the 9th Congress of IBSSA due to unexpected circumstances. (Report is enclosed - ANNEX 11) Dr. Ferenc TÓTH (HUN) - Chairman of City and Settlement Security Department of IBSSA reported briefly on the activities and plans of the department. Dr. Giuseppe MORABITO (ITA) - Chairman of Diplomatic Department gave a short report on the current work and future plans of the department. Mr. László TÍMÁR (HUN) - Secretary of Vehicle Protection Department reported on a very new system of vehicle protection. (Report is enclosed - ANNEX 16) Dr. Attila BORBÉLY (HUN) - provided information on the newly established Insurance Policy Department. He gave a brief report on the goals and future plans of the department. General Dr. István DICZIG (HUN) - reported on the establishing of the Club of Generals. He offered to collect all data and set up the club with gathering together all generals of IBSSA. Count Miklós Wass De CZEGE (USA) - proposed to set up a new department. Dr. Vladimir VYSKOC (SVK) - Country Representative of IBSSA for Slovak Republic gave a brief report on the planned events and current activities of IBSSA Slovakia. Dr. Constantin BUZATU (ROM) - 1st Vice Chairman of the Executive Committee and Country Representative of IBSSA for Romania reported on the work and activities of the Romanian section. After the reports Dr. Eric Van De WALL closed the Congress and expressed his special thanks to the Organizing Committee.
