XII Conference of IPSP on Security of the Mediterranean 25-26 September 2004, Palermo/Italy

Dear Lord President, Monsignore Viktor Busá! Ladies and Gentlemen!

It is my pleasure to be here and to participate on the Conference. It is an especially good opportunity to inform you about a serious initiative and proposal for governmental application based on the Hungarian experiences and also supported and proposed by the IBSSA (International Bodyguardand Security Services Association). Let me express the greetings of two persons, who couldn’t participate: Dr. István ELEK Minister Plenipotentiary of IPSP for Republic of Hungary and Prof. Gen. George POPPER Minister, President of IBSSA.

• when the terrorism is an existing reality
• when the immigration growing
• when the drug, stolen cars and weapon’s trade is an advanced and developing reality too
• when the extended and unified Europe means advanced opportunity by breaking down borders

Let’s see the present situation

The extended Europe is a fact. The terrorism, the international crime, the increasing economic influence of underworld causing and needs the Defence of Democracies. What are the aims of vehicle associated criminal acts? Obtaining money, financing terrorism, achieving illegal purposes.

The concept of solution is

"If it cannot be sold then it won’t be stolen!"

A possible ePolice solution against car stealing could be

Build up a countrywide Vehicle Origin Verification System on enterprise base. It means the inspection of vehicle’s and its document’s Authenticity at and before second hand selling of vehicles supported and recommended by law.

Our statements

1. We definitely state the operation of Vehicle Origin Verification under national frames and under the strong supervision of police regulated and supported by law is an efficient enough method against car crime
2. The system can be easy launched, self-financing and profitable, the government can easy communicate the aims to the citizens
3. By the significant decrease of number of stolen cars year by year causing THE FEELING of higher level of security for the citizens

Facts

1. In 1999 the number of stolen cars in Hungary was more than 25.000
2. In 2003 this number is less than 7.000
3. Vehicle Origin Verification has been started in 1999
4. ePolice-eVIS project is supported by IBSSA and launched on “ITS Europe” Exhibition and Conference in May 2004 in Budapest in connection to the EVI project co-financed the European Committee
5. EVI Working Group accepted our proposals in July 2004: if a vehicle will apply an EVI device in the future it is recommended to make a preliminary vehicle origin verification
