Meeting with the delegation of "WAAF" from Russia26th October 2002, Wien / Austria


The meeting between IBSSA and WAAF
took place in Wien / Austria on the 26th October 2002 and was coordinated
and hosted by Dr. Michail M. VLADIMIR (RUS) - Counsellor to the Russian
Embassy in Austria, Director of the Russian Cultural Institute in Wien.

At the beginning of the meeting Prof. George POPPER, GCKM (HUN) - Executive
President of IBSSA congratulated to the present high-ranking Russian
generals for the successful solution of the hostage-taking terror attack.
After introducing everybody Ph.D. Oleg E. PAVLOV (RUS) - Adviser to the
Chairman of the Board of World Anticriminal and Antiterrorist Forum gave
brief information about WAAF and Mr. Veniamin V. KASHIRSKIKH (RUS) introduced
the Business World and Security Alliance - Business Development Security
Center.


The purpose of the World Anticriminal and Antiterrorist Forum (WAAF)
is to create an international grouping of anticrime and antiterrorist
forces. Under the auspices of the WAAF, people in power, law enforcers,
scientists and scholars, businesspeople, financiers and journalists will
join their effort and professional possibilities for combating the expanding
criminality. The Forum's ultimate goal is to build a premise for national
and international crime-combating strategies and to work out a practical
program for counteracting transnational crime. After 3 and a half years
of preparatory work the registration of WAAF took place on 14th February
2002 in Berlin, Germany. Also, the Board was elected and is comprised

  • Anatoly S. KULIKOV - Chairman of the Board of the WAAF (Chairman
    of the Subcommittee on Combating Terrorism and Transnational Crime
    of the Committee on Security of the State Duma of the Russian Federation)
  • Rupert SCHOLZ - Deputy Chairman of the Board (Chairman of the Committee
    on Legal Issues, Bundestag, GER)
  • Thomas A. KELLEY - Deputy Chairman of the Board (Vice President of
    Global Options LLC, USA)
  • Andrejs VILKS - Member of the Board (Dr. of Law, Director of the
    Criminological Research Center of the Ministry of Justice of Latvia,
    and Chairman of the Committee on Security, Riga Municipal Council,
    Latvia)
  • Patrick BRUNOT - Member of the Board (Dr. of Law, Attorney-at-Law,
    Paris Court of Appeal, and President of France-Russia 2000 Society,
    France)
  • Kirill A. TROPOV - Deputy Director General for International Relations,
    National Anticriminal and Antiterrorist Foundation of Russia, was appointed
    Executive Secretary of WAAF

Prof. George POPPER, GCKM (HUN) - Executive President of IBSSA also
gave thorough information about the activities and structure of the Association
to the present officials.


Regarding to the obvious fact, that collaboration is possible and needed
in numerous fields of security, the parties agreed and adopted mutually
this kind of collaboration, which will be stated in a Cooperation contract
in the near future, when the Board of Directors of both associations
will adopt it unanimously. General Veniamin V. KASHIRSKIKH expressed
his intentions that also the Business World and Security Alliance would
like to start close cooperation with IBSSA, to create business partnership
with the IBSSA Corporate members and also to join the Association.


Both parties expressed their special thanks to Dr. Michail M. VLADIMIR
for the kind hospitality, who was also requested to coordinate all future
meetings between IBSSA and WAAF in order to deepen and strengthen of
relations.


Prof. George POPPER, GCKM (HUN) - Executive President of IBSSA invited
all present officials to participate at the 2nd IBSSA World Martial Arts
Championships and Festival, which will be held between 14 - 19 November
in Riga / Latvia.
